
HOUSE RESOLUTION 13
(By Delegates Marshall, Calvert, Capito, Compton,
Douglas, Facemyer, Fleischauer, Fletcher, Hatfield,
Houston, Hubbard, Leach, Mahan, Pettit, Smirl,
L. Smith, Spencer, Susman, Warner and Yeager)
Commemorating the birth and the accomplishments of Susan B.
Anthony and urging the Governor to proclaim February 15 as
Susan B. Anthony Day in West Virginia and recognizing the
women of West Virginia as they celebrate Women's Day at the
Legislature 2000 on Susan B. Anthony's birthday.



Whereas, Susan Brownell Anthony was born on February 15,
1820, at South Adams, Massachusetts; and



Whereas, Susan B. Anthony believed that without the right to
vote and own property, women could exert little influence in any
reform movement; and



Whereas, Her belief led her to organize a women's suffrage
movement; and



Whereas, She organized the National Woman Suffrage
Association in 1868 which was committed to the passage of a
national women's suffrage amendment; and



Whereas, Through her efforts, the first women's suffrage
amendment to the Constitution was introduced in Congress in
December 1868; and



Whereas, Her exceptional organizational ability and political
acumen enabled her to lead the women's suffrage movement for over 50 years and with her unusual single-mindedness she traveled
throughout the country working for a federal suffrage amendment
for almost 30 years; and



Whereas, In February 1906, she attended her last women's
suffrage convention and left her message for the future: "Failure
is Impossible"; and she died in the same year, 14 years before
women were granted the right to vote; and



Whereas, The West Virginia Women's Commission has chosen
Susan B. Anthony's birthday to sponsor its Women's Day at the
Legislature; therefore, be it



Resolved by the House of Delegates:



That the West Virginia House of Delegates recognizes and
commemorates Susan B. Anthony's efforts on behalf of the women of
the nation and of this State as exemplary and pays tribute to the
accomplishments of Susan B. Anthony in securing equal voting
rights for women; and, be it



Further Resolved, That the West Virginia House of Delegates
celebrate February 15 as Susan B. Anthony Day in West Virginia;
and, be it



Further Resolved, That the West Virginia House of Delegates
urges the Governor of the State of West Virginia to proclaim
February 15 as Susan B. Anthony Day in West Virginia and
encourages all citizens of the State to join in the
commemoration; and, be it



Further Resolved, That the West Virginia House of Delegates
welcomes the women of this State to Women's Day at the
Legislature 2000.
